There was tailgating allowed in July so I guess it will be allowed now. I'm the wrong person to ask about arrival time as I get to all races, day or night, at about 6am. Normal people arrive a few hours before the race. It depends on how far you want to walk from the parking lot. I parked across the street, like 50 feet away. Have fun.
