The price for elevator ticket of second platform which is the balcony to see the Tehran is about 4USD. I can help you to buy it. Also if you are going to visit there not in weekend or holidays there is not que more than 2 to 3 person ang can buy it easily. Credit card is not applicable anywhere in Iran.
