President Donald Trump’s first sanctions package targeting a handful of vessels carrying Iranian oil stopped short of the “maximum pressure” campaign his administration had pledged, according to shippers and analysts.

The sanctions target entities and individuals in China, India and the United Arab Emirates, as well as several vessels.

The U.S. on Thursday imposed sanctions on a network of more than a dozen people and firms that are accused of facilitating the shipment of millions of barrels of Iranian oil to China.
