An emergency closure order has been in place since Dec. 18 for much of the Tonto and Apache-Sitgreaves National Forest trails and recreation sites.

On Tuesday night, the Horton Fire burning near Payson has grown to more than 8,300 fires. Fire officials said the containment, however, has increased to 23%.

There are no plans to shut off power in the affected areas, and firefighters have been working with Arizona Public Service to keep the power going.

The Horton Fire has grown to 1,352 acres in size but remains 17% contained, as of Thursday evening.
